This is a saying that was left behind by the medieval English. This people were known to be very fond of their country and used to stay away from things they were not supposed to do. In this case, these messengers were sent to deliver a message to the king of England. They had been given a specific time and place where they should deliver this message.

However, because of the rough conditions, they could not reach the place at the time they had been given. Because of this, they came back without delivering the message. Because of this, they were punished for their failure.
